The Chief Executive role is a full-time position with flexible hours that can fall outside of the normal office hours. This flexibility allows the post holder to fulfil the responsibilities and accountabilities of the role.

The role also includes the statutory responsibility of Head of Paid Service which is set in local government legislation.

Key job purposes

  • To work with members to develop and communicate the council’s vision, strategic direction, priorities and objectives, and oversee the achievement of these in practice, taking responsibility for overall corporate performance
  • To make sure the council is appropriately structured, managed and that resources are directed so that corporate priorities and objectives can be achieved
  • To lead, develop and challenge the Senior Leadership Team to make sure that the quality of the council’s management and services are maintained, developed and customer-focused         
  • To understand, develop and manage complex partnerships involving other public sector agencies, the Senedd, business and community and voluntary groups to advance the development of Wrexham and improve the quality of life for residents
  • To oversee financial and performance management, risk management, people management and change management within the council 
  • To undertake statutory duties as the authority’s Head of Paid Service and properly exercise the authorities delegated to the role of Chief Executive according to the council’s Constitution

The council

Wrexham County Borough Council is the largest employer in Wrexham. The council’s total gross expenditure for 2021/22 is £415 million and the capital programme for 2021/22 is £82 million. There is currently a workforce of 5,400 council employees. 

Remuneration

The salary range for the Chief Executive post is stated in the pay policy statement which is prepared and published annually. The post holder is entitled to 35 days annual leave each year.

The Chief Executive can also be the Returning Officer for Wrexham and Clwyd South. The Returning Officer is the person who has the overall responsibility for the conduct of elections. The Returning Officer is an officer of the council who is appointed under the Representation of the People Act.

Although appointed by the council, the role of the Returning Officer is distinct and separate from their duties as an employee of the council. The fees payable in this role are variable and mainly prescribed by central government.

Pension

The Chief Executive, as with all other local government employees, will be automatically enrolled into the Local Government Pension Scheme. This is the established pension scheme for local government employees. It is up to the individual to decide whether to opt out of the scheme.

Expenses

The reimbursement of expenses incurred by the Chief Executive, as with all other employees of the council, is made in accordance with strict corporate guidelines (further information can be found in the pay policy statement).
