Welsh Language Standards
The Council’s Welsh Language Scheme was replaced on 30 March 2016 with Welsh Language Standards. These are being introduced as part of the Welsh Language (Wales) Measure 2011 with the purpose of setting a consistent level of service that Welsh speakers can expect to receive in Wales. The standards were drafted with the aim of:
- improving the services Welsh speakers can expect to receive from organisations in Welsh;
- increasing the use people make of Welsh-language services;
- making it clear to public bodies what they need to do in terms of the Welsh
- language; and
- ensuring that there is an appropriate degree of consistency in terms of the duties placed on bodies in the same sectors.
The Measure also saw the creation of the Welsh Language Commissioner whose role is to promote and facilitate use of the Welsh language. There are two principles that underpin the Commissioner’s work:
- In Wales, the Welsh language should be treated no less favourably than the English language.
- Persons in Wales should be able to live their lives through the medium of the Welsh language if they choose to do so.
Inconsistencies in the Council’s Welsh Langauge Annual Monitoring Report
The Council has recently addressed two complaints from a member of the public regarding discrepancies within the Welsh Language Annual Monitoring Report 2016-17, HCCS/34/17, which went to the Executive Board on 20 June 2017. The complaints relate to the section addressing alleged breaches of the Welsh language standards and the action the Council took to address these.
The first complaint concerned the action taken in relation to the errors on the PSPO sign in Rhosddu Park. The report stated that to resolve the matter the sign had been replaced. However, at that time, this was not correct. The relevant service had placed a sticker over the erroneous text. Following the complaint, we can confirm the sign has now been replaced and fully complies with the Welsh language standards.
The second complaint concerned inaccurate Welsh language on the recycling trollies. The report states: “The Council acknowledged that there was an error in the translation. Those households who had received boxes with the inaccurate Welsh were issued with replacement stickers. All subsequent boxes were issued with the correct Welsh”. We wish to clarify that the waste section only provided the stickers upon request to any resident who contact the Council regarding the Welsh text. To date, only 5 stickers have been requested.
We wish to apologise for any confusion this may have caused. We can confirm that both complaints have been fully addressed by the Complaints Team.
